Permitting for new development (residential and commercial) and tenant finish projects within Highlands Ranch and Solstice requires approval from both Douglas County and the Highlands Ranch Metro District (Metro District). Reviews are conducted to assess impacts to the public water and sewer systems serving Highlands Ranch. Submittals should be made to the Metro District. However, plan reviews are conducted by Highlands Ranch Water staff on behalf of the Metro District. Metro District plan review may take place concurrently with Douglas County reviews. However, Metro District approval is required prior to achieving a building permit from Douglas County.
